The payoff is clearly coming but it has not arrived yet. That one step back from complete resolution is the only thing holding this from a perfect score.

Now — why it is a 9.6. The Chopper-Gaban scene alone would make this a top-tier episode. The fact that Luffy sensed it happening through Observation Haki — that quiet moment of trust expressed through a superpower — is Oda writing character at his absolute best. Then the temple reveal happens and everything gets bigger and more mythological. Then the lore about no one returning from the temple drops and everything gets more dangerous. Then the ominous footsteps hit and everything becomes urgent. This episode builds and builds and BUILDS — and it does it by being precise rather than loud. No unnecessary fights. No power escalation for its own sake. Just story, character and world-building firing simultaneously.
